In January Lambeth Council published a statement, attached below, about redesignation of the KOV Neighbourhood Forum as a neighbourhood planning forum. The Council is seeking comments on the proposed redesignation. It would be very much appreciated if you could respond to the Council to confirm your agreement to redesignation. It is probably not necessary for your response to include much more than that you are in favour of redesignation or that you agree to redesignation. The Forum has been working continuously for over five years to produce a Neighbourhood Plan for the Kennington, Oval and Vauxhall Neighbourhood area. Many public meetings and community consultations were held over that time as recorded in the Consultation Statement submitted to the Council with the Neighbourhood Plan. A major, very well attended event was held to present the first draft of the Neighbourhood Plan to the local community and to mark the submission of the first draft to the Council. The Council then responded in detail to that first draft and the time since then has been taken up with producing a final draft which responds to the comments and criticisms from the Council while retaining the principles on which years of community consultation was based. This presented quite a challenge. As set out in the email from the Council, Neighbourhood Planning gives communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area. In the event that the Kennington, Oval and Vauxhall Neighbourhood Plan passes the next stages of the process, including independent examination and a referendum, it then has status with the Council and must be taken into account when the Council considers planning applications in the neighbourhood area. The Neighbourhood Forum is, therefore, keen to pursue the process to ensure tthere is a 'made' Neighbourhood Plan for the area.

Kennington, Oval and Vauxhall Forum Neighbourhood Plan Steering Group Tell us what you think about Kennington, Oval and Vauxhall Neighbourhood Forum’s application to be re-designated Lambeth Council has received an application to re-designate Kennington, Oval and Vauxhall Neighbourhood Forum (KOV) as a neighbourhood planning forum. A neighbourhood planning forum is a group made up of local people that leads the neighbourhood planning process in their area. Neighbourhood planning gives communities direct power to develop a shared vision for their neighbourhood and shape the development and growth of their local area. Neighbourhood Forums are responsible for producing a Neighbourhood Plan, which may address a wide range of social, economic and environmental issues (such as transport, heritage, housing and employment issues). KOV were designated by the Council as a neighbourhood planning forum on 13 July 2015. A neighbourhood planning forum designation expires after 5 years and the KOV Neighbourhood Forum expired on 13 July 2020. If KOV are re- designated as a neighbourhood planning forum, no other organisation or body may be designated for that neighbourhood area until that designation expires or is withdrawn. In accordance with the Neighbourhood Planning (General) Regulations 2012, we are seeking your comments on the application for a period of six weeks from 11 January to 22 February 2021.
